What Is the NYS Lead Rental Registry?

The registry is a new statewide program (Public Health Law §1377) requiring older rental properties to be inspected and kept lead-safe.

Utica and Rome are officially designated “communities of concern” so landlords in these cities must comply.

What Landlords Must Do

If your rental property was built before 1980 and has 2+ units, you must:

Have the property inspected for lead hazards by the Department of Health
- Visual inspection for chipped and peeling paint
- Dust wipe sampling near impact and friction surfaces
Fix any hazards identified during the inspection using safe work practices
Obtain and maintain lead-safe certification

The Department of Health will track and enforce compliance.
