Starting November 2025, New York State is launching the Lead Rental Registry.

 

If you own rental housing built before 1980 in Utica or Rome, this new law applies to you.

What Is the NYS Lead Rental Registry?

The registry is a new statewide program (Public Health Law §1377) requiring older rental properties to be inspected and kept lead-safe.


Utica and Rome are officially designated “communities of concern” so landlords in these cities must comply.

What Landlords Must Do

If your rental property was built before 1980 and has 2+ units, you must:

  • Have the property inspected for lead hazards by the Department of Health

    • Visual inspection for chipped and peeling paint​

    • Dust wipe sampling near impact and friction surfaces 

  • Fix any hazards identified during the inspection using safe work practices

  • Obtain and maintain lead-safe certification

The Department of Health will track and enforce compliance.

We prep your property to help ensure it passes dust-wipe testing on the first try.

Cleaning includes:

  • HEPA vacuuming (floors, sills, baseboards)

  • Wet washing with lead-specific cleaners

  • Focus on high-dust areas

  • Final visual check
